ORGANIZATIONAL CONTEXT
Jordan is an upper-middle-income country but has one of the smallest economies in the Middle East. Gross Domestic Product (GDP) is USD 40.1 billion and GDP per capita is USD 4,130. The country has experienced a series of shocks in the last decade, notably, the Syrian and Iraqi crises, which triggered an unprecedented influx of refugees, disrupted trade, and lowered investments. At present, Jordan hosts 665,000 Syrian and 90,000 refugees of other nationalities are registered with the United Nations High Commissioner for Refugees.
WFP has been a strategic and operational partner of the Government of Jordan since 1964 assisting vulnerable and food insecure Jordanians and, supporting the national management of the refugee crisis and its consequences. Currently, the M&E and VAM unit conducts programme monitoring functions ensuring the required Country office compliance with WFP’s standard operating procedures (SOPs) for monitoring and its Minimum Monitoring Requirements (MMR). Under the new Country Strategic Plan of WFP, VAM and M&E unit plans to scale-up technical advisory services to the Government Institutions such as Ministry of Social Development, National Aid Fund, Ministry of Education etc. to enhance the effectiveness of M&E systems (monitoring and evaluation, management information systems, and community feedback mechanisms).

JOB PURPOSE
to provide effective coordination and specialized support to a full range of proposed M&E capacity strengthening activities that fulfil the objectives of the current and upcoming WFP Country Strategic Plan (2023-2027).
KEY ACCOUNTABILITIES (not all-inclusive)
1. Develop a Country Office (CO) Analysis, M&E capacity strengthening strategy that guides WFP’s transfer of knowledge, systems, and tools to external partners and strengthens WFP’s in-house M&E capacities.
2. Provide efficient advocacy, coordination, and project management support to government capacity strengthening activities to ensure that these are performed in line with WFP’s Normative Framework for M&E and achieve sustainable results.
3. Provide M&E expertise, technical assistance, training and coaching to selected government departments/counterparts and to relevant WFP units ensuring alignment with wider WFP programme policies and guidelines to enable effective implementation and monitoring of ongoing project activities.
4. Mainstream WFP monitoring concepts, methodologies, and tools across partner organizations and relevant WFP units/activities with a focus on innovation and gender.
5. Develop capacity strengthening plans, training guidelines and procedures for relevant government counterparts and other stakeholders as required.
6. Work closely with the WFP Field Offices and M&E unit to facilitate smooth collaboration on M&E-related matters (i.e. gaps analysis, training requirements, skills development).
7. Strengthen effective CO process and outcome monitoring for school-feeding and resilience activities deploying innovative approaches (such as participatory-led monitoring and/or outcome harvesting).
8. Strengthen and establish process for effective evidence generation, project outcome and impact monitoring using GIS and remote sensing data.
9. Draft high-quality Standard Operating Procedures (SOP), reports on training outputs and outcomes documenting progress, challenges, recommendations, lessons learned, and success stories.

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Six or more years of progressively responsible work experience.
Language: Fluency in both oral and written communication in English & Arabic.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Sound technical expertise in designing and implementing Monitoring & Evaluation (M&E) systems for development programmes/projects, preferably in the field of food security, social protection, safety nets, early warning systems, or related.
• Experience in institutional capacity strengthening and/or advocacy work, preferably for government counterparts or other development partner organizations.
• Strong knowledge of WFP’s monitoring concepts, methodologies and tools employed along the project monitoring cycle.
• Has strong planning, analytical and report drafting skills and works with a high degree of independence and responsibility.
