The war in Syria continues; more than 11 million people have been displaced from their homes and thenumber relying on humanitarian assistance continues to grow. With a large and complex portfolio of workacross the country, Mercy Corps has established itself as an analytical, strategic and flexible responder,adapting continually to shifting front lines and operational realities to respond effectively and efficientlythrough multiple modalities with teams inside Syria and working cross-border from neighboring countries.Mercy Corps has a large and diverse portfolio of work and a substantial team that works in multiplelanguagesacross multiple locations, many of which aremanagedremotely.
Mercy Corps has been meeting the needs of conflict-affected communities from Syria since 2012, with afocus on interventions in humanitarian and recovery programming. With funding from a range of donors,Mercy Corps works together with vulnerable families and communities in Syria focusing on the WASH,Protection, Emergency and Livelihood sectors to promote positive coping strategies and address basicneeds.
GeneralPositionSummary
The Finance Director is a member of the senior management team and head of the Mercy Corps FinanceDepartment. As such, the Finance Director is responsible for all aspects of financial management of thecountry programs, working collaboratively to ensure compliance with Mercy Corps internal policies andprocedures as well as donor regulations. S/he works under the direction of the Country Director and isresponsibleforallfinancialfunctionsinSyria,includingaccounting,paymentsandbanking,payroll,budgeting, financial reporting and grant financial management and compliance.The Finance Director, insupport of programs and other departments, provides timely reports and assistance to the Country Directorandteam to ensure financial resourcesare used efficiently andeffectively.

OPERATIONS–FINANCE
Ensureeffective,transparentuseoffinancialresourcesincompliancewithMercyCorpsanddonorpoliciesand procedures.
Maintainbankingrelationsand planandmonitor countrycashflowrequirementstoensurethesmoothimplementation of Mercy Corps programs.
Maintain needed trackers to ensure all vendors are paid within contractual payment period.
ProvidemonthlystandardaccountingsubmissionstoMercyCorps Headquarters,includinggeneralledger files, account reconciliations, expenditures by cost center/project, required subgranteereporting,as well asother financial informationin a timelyand accurate manner.
ProvidemonthlymanagementreportstotheCountryDirector, Senior Management Team andProgramManagers,includingexpenditures by cost center/project, sub grantee reporting and other financial information, in atimelyand accurate manner.
Developannualfiscal yearbudgetswith theCountryDirector anddevelopandimplementgrantbudgetingand forecasting systems with Program Managers.
Present periodically updated Master budget and coverage reports to Senior Management Team indicating any risks affecting the financial health of the organization.

Develop the capacity of the team, deepen understanding of their roles and assist with careerdevelopment.
Assist team members with information, tools and resources to improve performance & reachobjectives.

Demonstrated experience and skill with budget preparation and analysis, financial reportingpreparation and presentation and the proven ability to translate technical financial data intoinformativereports.
Strongaccountingskillsandexperience,includingmanagementofthegeneralledger,journalentries,payroll,payables and balance sheet.
Priormanagementexperienceandstrongorganizationalskills.

The successful candidate will have an ability to interact effectively across international and national programand finance teams successfully, both in a managerial as well astraining capacity. S/he will be able tosupport programmatic objectives with timely and meaningful financial information, have a demonstratedability to multi-task, meet deadlines and process information in support of changing program activities. Animpeccable professional standard of finance and procurement ethics and the willingness and ability toenforce compliance with Mercy Corps and donor policies and procedures is essential. The Finance Directormust be willing to travel regularly to Mercy Corps field offices and project sites.
