Job Description
CARE is an international NGO with local staff and community partners in 100 countries. These solutions have a broad range, from disaster response to food and nutrition to education and work for women and girls to healthy mothers and children.
The primary purpose of the Head of Program Support is to provide oversight, guide, support and organize the program support teams to achieve their department goals in compliance with CARE policies, this includes HR, Procurement, Logistics, IT and Admin departments in Amman, our Program Partnership office in Beirut as well as our North East Syria hub.
The vision for this role is to champion efficient program support processes in CARE Syria. Additionally, providing on the job training and coaching to key relevant staff such as Supply Chain Manager and team in North East Syria hub, Area Manager and team in Beirut Program Partnership Office and team as well as HR, Admin and Procurement Coordinator and Team in Country Office will also be key.
The role will include a mix of direct line management and matrix management responsibilities.
Job Responsibilities:
Lead and provide oversight to all CARE Syria related procurement processes
Identify areas for improvement in CARE Syria Procurement systems.
Develop guidance for teams across all hubs, including partnership hub
Train CARE Syria staff on CARE policies and exceptions to the policy
Carry out Procurement Spot Checks.
Carry out or participate in investing
Lead and provide oversight to all CARE Syria related Admin & IT processes
Review and identify areas for improvement in the administration and & IT Systems, policy and processes in CO and hubs
Develop a proposal to ensure CARE Syria has an Online Information Management system in consultation with programs and program support departments across all hubs
Review inventory system and reconciliation and identify areas for improvement
Improve CARE’s Document Security System as per CI Document Security Policy.
Lead CARE Access and Presence Analysis in NWS
Facilitate the development of an operational presence review
Review presence options to include stakeholder mapping, humanitarian access, local stakeholder engagement, considerations of delivery modality (direct, partnerships and hybrid), considerations of physical presence (including the continued use and management of consultants at field level), program presence, humanitarian principles and programmatic/operational red lines
Advise and make recommendations on overall possibility and opportunity to scale up operations in the North West;
Formulate a CO key set of transition requirements for scale-up and geographic expansion (re: resources, operational changes, structural changes).
Lead on Human Resource issues for CARE Syria
Provide leadership to HR team for CARE Syria in Amman
Provide support to HR Manager and team in North East Syria
Support with HR related issues for CARE Syria’s partnership hub in Beirut
Staff Management
Supervise and Performance Manage (as per CARE policies) HR, Admin, IT, Logistics and Procurement team for CARE Syria in Amman
Establish effective staffing structure for CARE Syria, promote team work and integration with other parts of the organization
Ensure that all program staff receive regular trainings and orientation on PSHEA and that all CARE implementing partners comply with CARE PSHEA policies
Provide technical oversight to Supply Chain Manager in North East Syria and provide coverage when this staff is on leave or position is vacant.
Capacity Building; Train CARE program support staff across Country office and hubs
Provide Support where needed – internal audit & finance
Lead on Investigations, manage relevant tracker
Conduct investigations related to suspected fraud and code of conduct violations
Support Finance Controller when she is on leave
Provide support with external and internal audit
Education
Experience with CARE or similar organization in Program Support or Operational role, Detailed understanding of application of CI Procurement Policy in protracted crises
Experience in similar protracted crises settings
Strong Desire to problem solve
Bachelor degree in relevant sector (logistics, supply chain, finance etc)
Familiarity with CARE’s operational systems.
Desired
Master’s Degree in International Development or a relevant field
Similar experience in protracted crisis settings

Minimum of 7 years of progressive overseas experience in humanitarian and development programs
Substantial experience leading complex humanitarian and development programs in CARE
Demonstrated experience in emergency response management
Demonstrated experience in leading strategic and operational planning
